Affiliated:
Affiliated ninja are just that, affiliated with a village. They typically have a title such as Genin, Chunin, Jounin, etc. Typically they perform missions for their village to increase its state, and as a living. More a militaristic living, their only enemies are normally those whose village theirs is warring with, and the missing ninja who have left their or their allied villages. Life can be hard, but the sides are more clearly drawn.
Non-Affiliated:
Non-Affiliated ninja are those who were either never born within a village, or who acquired skills later on outside of a village. While the majority of secrets for the ninja world are located within the great villages, occasionally discoveries are made by those with no affiliation, and on occasion those can be the most dangerous or ingenious of inventions. Those who aren’t affiliated are typically mercenaries or those who practice the chakra arts but don’t wish to become bogged down in village politics. One thing that all non-affiliated ninja share is that they are not considered criminals to the major nations that house ninja villages, they could still be criminals in nations that don’t hold such villages, but in the eyes of the major ninja villages they are just bandits, not high level missing ninja that have to be disposed, of course this can always change, but for the most part non-affiliated skim the line between being threats, and just living their lives where they please.
One last type of non-affiliated ninja are those who have “left” their villages under good graces and circumstances. These are typically retired ninja, or ninja who are on assignments so important that their ties to the village have to be mostly cut in order to succeed in the operation. Typically these types of ninja are recognized as heroes within their village, and treated with a lot of respect, their legacy being what both shields them and allows them to carry out their duty to the land they once called home. It normally takes kage permission to become this classification, or the ninja council of a villages say so, or occasionally both, depending on the politics of the land.
Missing Ninja:
The scum of the earth, or at least in the eyes of the ninja villages, missing ninja are the criminal master minds, deserters, and selfish opportunists who have been kicked out of their respective village, or abandoned it for their own gains. A missing ninja is basically a traitor of some form within the village, and viewed as a credible threat, as they carry some of the secrets from said village with them, potentially. Many a time hunter parties of ninja will be sent after such missing ninja, attempting to kill them to keep such secrets held safe. The most type of missing ninja is the deserter, who leaves the village for various reasons, sometimes they mean no harm, and sometimes they have struck a deal with another village to give secrets to them, either way they are treated mostly the same. Hunt them down and kill them. Missing ninja unlike the previous types of ninja mentioned have far more restrictions than others, because they are criminals on the run, and allow for a variety of role play aspects and interactions to occur. Missing ninja are assigned a rank based off of their infamy, and the crimes they have committed against their village.

Missing ninja are assigned a rank based off of their infamy, and the crimes they have committed against their village.
[*]D-Rank Missing Ninja: Barely noticeable, the threat rating of these ninja is low. Most of the time capture is the given option here, and forcing them to serve sentences in jail is the normal punishment. Typically they are the ones who left with harmless reasons, but still hold a secret or two.
[*]C-Rank Missing Ninja: it’s a bit serious here, these missing ninja have some kind of secret that others might want, and that’s why they have to be stopped. Capturing or killing them are both good options, but capturing normally comes first, but their punishment is far harsher than those who just left with harmless intentions.
[*]B-Rank Missing Ninja: These ninja are a credible threat to the village. They might know a low level kinjutsu that the village has kept hidden, or know of various battle plans and layouts of defenses, either way this where the purely kill orders start to come in. Capturing is optional in this case, killing is normally the name of the game, and three man cell of hunter ninja is typically sent rather just one or two in the case of the previous designations.
[*]A-Rank Missing Ninja: They know about the village to the point where they have to die. Capturing isn’t an option, they are typically that powerful, and so they are to be killed on sight. Three to five man cells are sent after them, and no mercy is expected. Typically they have high level kinjutsu the village wishes to keep secret, and they people of exceptional talent.
[*]S-Rank Missing Ninja: The threats which can start to move nations, they are on the radar for almost any village worth their salt merely because of the knowledge they have and the threat they could pose to them. Typically these are criminal leaders, or work underneath those who are so powerful that they are somehow overshadowed, creating a rippling effect of terrifying criminals and powerful ninja. Multiple cells are normally sent after them, and there is no mercy, villages typically only call for blood to be spilled against them.
[*]SS-Rank Missing Ninja: The most dangerous criminals that have probably ever walked the ninja world. These missing ninja are such a threat that multiple villages will probably ban together to kill them, and even then it might not be enough. They are the ninja that wars are caused over, and are one of the few reasons that the ninja villages would ever fully unite should the need arise. They are typically the leaders of high profile criminal organizations, or are monsters of incredibly power and proven unpredictability.
[*]leaves the village, with no intention of returning and not on assignment, or without a pass to do so.
[*]Steals an artifact from the village vault.
[*]Attempts to give members of an enemy nation information pertaining to their home village.
[*]Joining another village.
[*]Attempting to take kageship without proper procedure, such as usurping, or attempting to “peacefully” negotiate it without the council and countries rulers permission.
[*]Killing fellow village ninja intentionally, (and sometimes unintentionally).
[*]Causing unwarranted destruction within your village.
[*]Unwarranted attacking of an allied villages ninja.
