Titles, as they’re called here, is a way to denote an RPC’s respective skill level within their village. While rank determines the raw skill of the RPC, titles determines what they are capable of doing within their village. This impacts things like which missions they can accept, if they’re capable of leading a team, joining ANBU or other organizations like such within their village, as well as going for that coveted position as the Shadow (Kage) of their village. However the most important thing that title stands for is the level of skill the RPC is capable of obtaining (E-S Rank). There are four basic shinobi titles found within every village:

However the most important thing that title stands for is the level of skill the RPC is capable of obtaining (E-S Rank). There are four basic shinobi titles found within every village:
[*]Genin: Genin are the low level shinobi, those who are just getting a bearing on their skills and toolkit. It’s rare, if ever, that they are assigned to missions outside of the confines of their village, and for that reason must stick to D or C type missions. With that said, a Genin ranked shinobi cannot exceed B-Rank. This level of shinobi is only capable of learning learning up to six A-Ranked jutsu, and three S-Ranked Jutsu.
[*] Chunnin: Chunnin are the medium level shinobi of their respective villages. At this point the shinobi has an understanding of their skills and talents and how to best use them. This is the rank in which most shinobi in the world fall under. These are the ninja whom are tasked with taking a completing some of the more dangerous missions that require travel to distant places, and take more skill than a Genin could possibly handle. At this level, the shinobi can accept B-A type missions (and anything below), as well as become a Sensei of their own four-man cell if they do so choose. They may also attempt to join things like the ANBU Black-Ops, Blast Corps, etc etc. Furthermore a Chunnin gains a two point Training Reduction when learning jutsu under A, though obviously it cannot be lowered further than one. This level of shinobi is capable of learning up to twelve A-Ranked jutsu and six S-Ranked Jutsu. However a Chunnin titled character cannot exceed A-Rank in raw skill.
[*] Jounin: Jounin are the high level shinobi of their respective villages. At this point the shinobi has a complete grasp on their toolkit. When it’s war time, these are the ninja you want on the frontline defending the village. Highly skilled in every capacity, Jounin are the ones the Shadow (Kage) sends on the most difficult of missions, being the only shinobi who can properly take on S-Ranked missions (though that level of mission may require multiple Jounin). It is only Jounin titled characters who are capable of going for the more prestigious titles, Ex. Head of the ANBU or village Shadow (Kage). This level of character is capable of learning up to sixteen A-Ranked jutsu and ten S-ranked Jutsu. Furthermore a Jounin receives a three point training reduction when learning jutsu under S, though the training cannot be reduced to under one point.
[*] Shadow {Kage}: Unlike the other three titles, the Shadow {Kage} title is special, as there is only one per each respective village. The strongest person in the village, this is the single being who possesses the Will of their village. Where a Jounin is a high level shinobi, the Kage exceeds even that, with their skills unmatched, unless it be by another Kage. The Commander and Chief of their village, the Kage is the one who issues out missions, assigns teams, as well as stands at the front line when it’s time for war, as well as making the decision to declare war on another village. With that being said, a Kage has no limit on how many S-Ranked Jutsu they can learn, this is on top of receiving a four point reduction to any training S and below, though the training cannot be reduced to under one point.
