I think it is important to make having a User-Friendly Community (for oldbies and newbies alike) our absolute first priority. As such, I think we should do an Alpha Test run on the boards, requiring just the bare minimum for Bios/Profiles (Name, Age, Vocation, Rank, Nationality, Village, Alignment, Kekkei Genkai, Jutsu List), and try and stress LESS the ober-explaining and over-the-top g of a character during the Application Process; this isn't American Idol, it is roleplay. The less 'Third Reich' we are to people signing up, the better.
Secondly, I think Dual Bloodlining has been more a tool for Min-Maxing and Godmoding, than an actual plot device. If I had a quarter for every thread where someone's family had all died off and they swore revenge, or someone was the last remaining member of their family and they swore angrily to bring glory back to their Clan, or that they were a member of an elite an obscure clan 'hidden in the shadows' that nobody else knew about...
Thirdly, I think PvP and PvE Modes, respectively, should be accessible by those who want to play a certain way. People who want to Force-PvP usually relish the idea of preying upon the weak and suspecting, and it's not unusual to find them bleating OOC'ly how they will level THIS village or THAT village, or how they will kill off THIS player's character or THAT player's character... That kind of environment is toxic, so not only do we need to nip that kind of talk in the bud (allow it, if you want more of the same repeated implosions NRPC endured), but we also need to make it so rapey PvPers can be limited to fighting other PvPers (if the Toxics want to quit, let them), while those who want to focus on Social, Plot threads can do so, without having their muse killed by all the douchebags strutting around, crowing, and whipping out their e-peen every drop of a hat.
Those are just a few of my thoughts.

If someone wants to put a lot of work into describing or making their character descriptions as understandable/imaginative as possible they can, however, if someone wants to work on it later and just get straight to the RPing I'm more than happy allowing them through with the bare minimum. This is THEIR character after all and I'm not going to judge. I'm here to have fun, not criticize. 2. I think Dual Blooding is fine as long as its used the right way, as you said most people only did it for the power and used weak cliche repeated storys/plots to pass them off as what they were - so once I talk with a few other members we'll go from there on a further decision. Perhaps something like making it so you are forcibly unique to all those other than other people who share the exact same dual bloods as you. 3. I personally don't want to see "modes" separating people and RP, but I am interested in making something like a plot requirement before you can actually attempt to attack or enforce life threatening harm or death. Like when entering a thread or creating a thread list all the places you've found out information about this person, your reason for wanting to harm or kill them, and your drive/motivation for doing so. Also it wouldn't be allowed to be something like "Oh my RPC is a ruthless monster he just loves to kill everything and he saw this guy and didn't like him." I'm talking actual full character pathing into this sort of thing. Thoughts?

I agree, with requiring an Application (like we did for Plots, and for requesting SA/CS/Tailed Beasts/etc) in order to justify launching an attack upon a village, or upon 'civilian' (not combat centric) Shinobi played by other players. I think the reasons and/or justifications should exceed just "my character is a psycho maniac, so it makes sense he would attack someone at random-"
If people want to be psycho emo edgelords, they can go find some NPCs to terrorize.
Speaking of Psycho RPCs genociding NPCs... I think we could also include a 'Trigger Event' system, which would incorporate REAL LIFE consequences for just going and annihilating an entire village. Odds are, even if it is some obscure village or town, word is going to get around, and you cannot - even if you drop "A-Bomb no Jutsu" on a village - always guarantee that you will not be seen, and there WILL be people who - over time - will recognize you by sight.
I think we had an Infamy system that worked a little like that, right? Well, since it would be effortless to include Dice Rolls in our posts, I think there should be "Trigger Event Rolls" for people with so much Fame or Infamy (higher likelihood of a Triggered Event, the higher the Fame/Infamy is) where they will encounter people who either KNOW them, or know OF them, or (if it is Infamy) they may be subject to attacks from NPC Hunter-Nin, etc.
One reason I think the PvPers get so antsy and bloodthirsty, is because they aren't being challenged enough by the 'Engine' of the RPG. If someone wants to be an evil badass who is notorious, and who kills a crapton of Hunter-Nin in their history, let them experience it all - fully - through RP.
I know my sentences are a little all over the place, but I am SUPER excited about the potential of this site!
